City of Grand Prairie
Neutral Data Center Policies
Grand Prairie’s enacted ordinance gives qualifying data campuses some protection from nearby gas drilling, including a 1,500-foot setback and added dust controls. It imposes no new direct requirements or financial incentives for data centers.
current law · City of Grand PrairieThis Grand Prairie ordinance creates a 1,500-foot gas-drilling setback from a Data Campus, measured to qualifying data-center buildings and associated electric substations, with limited waiver and variance procedures.Grand Prairie Ordinance Amending Chapter 13 Regulations for Data Campuses (2025)
What this means
The measure gives qualifying data campuses some protection from nearby gas drilling, including a 1,500-foot setback and extra dust controls near campuses (1,500-foot setback). It does not directly require data centers to meet new rules or provide financial incentives, so the benefit to building and operating them is modest.

Creates a Data Campus category for a contiguous area of at least 50 acres containing, or having an approved and unexpired site plan for, at least two data centers that share common amenities. A data center is defined as a facility used to collect, process, and store data.
Prohibits drilling a gas well within 1,500 feet of an existing Data Campus or a Data Campus for which a grading or building permit was issued before the drilling-permit application. The distance is measured in a straight line from the proposed pad boundary to the closest building, including electric substations and data-center buildings shown on an approved site plan.
Allows the Data Campus drilling setback to be reduced to no less than 1,000 feet if 70 percent of affected owners within the setback sign an approved waiver and the environmental services director approves it; a city-council variance is also available.
Requires dust mitigation for wells whose pad-site boundaries are less than 1,000 feet from a Data Campus. The dust plan must provide for a dust-control or soil-stabilization agent on all unpaved surfaces, reapplied at least annually, along with daily watering or an approved equivalent when necessary. The environmental services director may require additional practices.
