The Project Tetris ordinance authorizes a fee-in-lieu-of-ad-valorem-tax incentive, certain infrastructure credits, and related incentives for the company and its affiliates or project sponsors.
For property in the Aiken County portion of the joint park, net fee-in-lieu revenues are allocated 99% to Aiken County and 1% to Edgefield County; for property in the Edgefield County portion, the allocation is reversed.
The host county may use its allocated park revenues for debt service, special-source-revenue credits, park administration and development expenses, and other economic-development purposes authorized by ordinance.

Each host county retains discretion to enter into fee-in-lieu-of-tax agreements for projects in its portion of the park and to set the terms of those agreements, subject to applicable law.
The joint park agreement lasts for 55 years, and it cannot expire or be terminated while either county has outstanding contractual commitments to a park owner or lessee, including commitments for special-source-revenue credits or other incentives, unless the required consent and replacement-park conditions are met.
The park boundaries may be enlarged or reduced by ordinances of both county councils, allowing additional project property to be included; municipal consent is required when property proposed for inclusion lies within a municipality.
The ordinance assigns county or municipal law-enforcement jurisdiction and the applicable county or municipal emergency-service providers to park property, supporting operation of facilities within the park.
