City of New Carlisle
Anti-Data Center Policies
Clark County’s amendment is labeled enacted, though its description says “if enacted”; it would limit data centers to conditional approval in I-2 districts, which county-administered townships reportedly lack, with setbacks, studies, plans, and possible rezoning adding hurdles.

A 12-month moratorium beginning March 4, 2026, prohibits consideration or approval of zoning, occupancy, building, or other permits and applications for establishing or operating data centers.
During the moratorium, the City may not issue or approve use permits, variances, building permits, business licenses, or other applicable land-use entitlements for a data center.
The moratorium also applies to substantially similar uses, regardless of the name used for the facility.
The restriction covers facilities designed or substantially modified to house numerous computer servers and related equipment, infrastructure, and utilities for commercial or enterprise-scale data storage, processing, or transmission for third parties; office or business facilities where such equipment is merely incidental to the primary use are excluded.
