current law · City of FlintProhibits Flint from accepting or reviewing data center proposals for 12 months while the city develops data center regulations.Michigan City of Flint Data Center Moratorium (2026)
What this means
The measure would pause new data center projects for 12 months, barring applications and reviews for construction, installation, and renovations (temporary moratorium and covered activities). That creates a major but temporary barrier to building or expanding; it does not expressly stop existing centers from operating, and the city would use the pause to consider future rules.

Restrictions & requirementsHide restrictions & requirements2
A 12-month moratorium bars data-center development within Flint. During the moratorium, the Planning Commission, city departments, and City Council may not accept, evaluate, process, consider, or approve permit applications, site-plan reviews, location proposals, construction blueprints, installations, or renovations for data centers or similarly functioning facilities. The moratorium may end when the 12-month period expires, unless the City Council extends it or adopts regulations governing data centers.
During the moratorium, Flint’s Planning and Development Department and Legal Department must review the zoning code and ordinances and recommend data-center regulations or amendments intended to protect residents’ public health, safety, and welfare.
