Town of Bristol
Pro-Data Center Policies
Bristol’s zoning change allows a data center campus on about 250 acres, restricted to that use; construction requires Town site-plan review and stormwater approval beforehand.
current law · Town of BristolRezones about 250 acres from A-1 to M-1 and limits the property to use as a data center campus, subject to additional written commitments.Bristol, Indiana Ordinance BR 9/5/2024-22 (2024)
What this means
The measure enables a data center campus on about 250 acres by changing the land’s zoning, though it limits the property to that use (“only be used as a data center campus”). Before construction, the site plan must be reviewed by the Town and submitted for stormwater approval, adding conditions and some potential delay (“No development may occur”).

Restrictions & requirementsHide restrictions & requirements10
The rezoned property may be used only as a data center campus; other M-1 uses are not authorized.
No development may occur until the Town of Bristol reviews the site plan and determines that it complies with the proposed zoning overlay standards.
Before construction begins, the site plan must be submitted to McCormick Engineering for compliance with applicable stormwater and watershed-management requirements.
The owner must notify the Bristol Town Council that McCormick Engineering approved the site plan before seeking a building permit.
The owner may not seek or receive a building permit for construction until the required notice of engineering approval has been submitted to the Town Council.
Development must comply with applicable Elkhart County development codes and other developmental standards.
The development must include required building setbacks and landscape buffers.
The project must provide road access to County Road 23 for emergency purposes.
The commitments apply to subsequent owners and other persons acquiring an interest in the property.
The commitments may be modified or terminated only by a Bristol Town Council decision at a properly noticed public hearing.
Benefits & exceptionsHide benefits & exceptions6
The property is rezoned from A-1 to M-1 effective immediately, enabling development of the approximately 250-acre area as a data center campus.
The rezoned area may be used only as a data center campus, preventing the approval from being used for unrelated industrial purposes.
The project may proceed through Town review of a site plan for compliance with the Town’s overlay-district standards; no development may begin before that review is completed.
The owner may not seek a building permit until the site plan has been submitted to and approved by McCormick Engineering for stormwater and watershed-management compliance, and notice of that approval has been submitted to the Town Council.
The commitments bind subsequent owners and other parties acquiring an interest in the property, preserving the data-center development framework if the property changes hands.
The commitments do not automatically terminate if the zoning map is later amended or the property’s land use changes; modification or termination requires a Bristol Town Council decision after a properly noticed public hearing.
