The Data Center Divide

City of Tifton

Anti-Data Center Policies

Tifton has enacted rules limiting cryptocurrency-mining facilities to heavy-industrial land and imposing requirements such as a 50-acre minimum, though the description uses future wording; other data centers are largely unaffected.

current law · City of Tifton
Restricts cryptocurrency-mining facilities to heavy-industrial land and requires them to meet minimum size, setback, utility, safety, screening, and noise standards.City of Tifton Land Development Code Amendment Regulating Cryptocurrency Mining Facilities (2022)

What this means

The measure would make cryptocurrency-mining facilities harder to build and operate: they would be limited to heavy-industrial land and face requirements such as a 50-acre minimum. Because these rules target cryptocurrency mining, not data centers generally, their effect on other data center projects would be limited.

People behind it

  • Issued Ordinance No. 2022-04 amending the Land Development Code to permit and regulate cryptocurrency mining operations.

  • Proposed the Land Development Code amendment and cryptocurrency-facility regulations and unanimously approved them.

Restrictions & requirementsHide restrictions & requirements13
  • Cryptocurrency mining facilities are permitted only on parcels designated heavy industrial.

  • A facility must occupy at least 50 acres.

  • A facility must maintain 150-foot setbacks on all sides.

  • The facility must be enclosed by a fence at least six feet high.

  • The entrance sign must list the names, addresses, and telephone numbers of all facility owners and operators.

  • A 25-foot perimeter buffer outside the fence must be landscaped with vegetation reaching at least 10 feet in height and full opacity within five years of installation.

  • The property must be maintained under the International Property Maintenance Code and the City of Tifton Code of Ordinances; existing vegetation may satisfy the buffer requirement only if it meets the specified conditions.

  • All servers, processors, materials, and equipment must remain inside the building.

  • Cargo containers, railroad cars, and semi-truck trailers are prohibited from being used anywhere in the facility operation.

  • Before a building permit is issued, the applicant must submit written verification from the power provider that the facility's maximum potential electrical consumption has been calculated and that the utility equipment and infrastructure can safely handle peak demand.

  • Facilities must include systems and protocols to prevent electrical and fire hazards, including high-sensitivity smoke alarms and an electrically grounded structure.

  • The building must comply with applicable fire-safety codes and standards and be designed by a licensed Georgia engineer.

  • Noise from the facility may not exceed 90 decibels measured 25 feet from the property line.

Benefits & exceptionsHide benefits & exceptions1
  • Cryptocurrency mining facilities are added as a permitted land use, so applicants generally do not need City Council approval to operate in an appropriately zoned heavy-industrial district; Council approval is required only if another district must be rezoned to heavy industrial. The amendment made cryptocurrency mining a permitted use and applicants would not need to come before council except for requesting a heavy-industrial rezoning.
