Shasta County
Pro-Data Center Policies
Shasta County permits data processing or computer services in light industrial districts, which may ease data-center development if a project fits that category. Projects must still meet site and development rules, including a 20,000-square-foot minimum lot.
current law · County measureAllows data-processing and computer-service facilities, potentially including data centers, in light industrial zones without a special permit, but excludes retail sales and equipment repair.Shasta County Code § 17.56.020(A)(7) (Light Industrial (M-L) District—Permitted Uses)
What this means
The district allows data processing or computer services outright, which could make building and operating a data center easier if it qualifies under that category. Projects still must meet site-plan and development rules, including a 20,000-square-foot minimum lot, so the overall effect is a meaningful but limited benefit.
Restrictions & requirementsHide restrictions & requirements9
Data processing or computer services are permitted only when they do not include retail sales or equipment repair.
Development requires a site plan showing compliance with the district’s standards; if only a building permit is required, the planning director must approve the site plan before the permit is issued.
The minimum lot area is 20,000 square feet, and the minimum average lot width is 80 feet, subject to specified exceptions in Chapter 17.84.
Required yards include a 10-foot front yard and 10-foot street-side yard. Interior-side and rear yards are generally not required, but must be 20 feet when abutting a residential district or 10 feet when abutting a freeway right-of-way.
Structural height is limited to 45 feet. Within 40 feet of a residential district, structures are limited to one story and 20 feet, subject to an exception in Section 17.84.030.
Landscaping, outdoor lighting, parking, and zone-wall requirements must comply with referenced countywide zoning standards, including Chapter 17.86 for parking.
Outside trash storage and collection facilities must be enclosed by a solid masonry wall or view-obscuring fence at least one foot higher than the trash container.
Operations may not create annoying odors detectable beyond the property line, vibrations detectable without instruments at the property line, electromagnetic interference affecting protected equipment or reception beyond the property line, or intense light or glare causing a nuisance or hazard beyond the property line.
Noise, atmospheric emissions, toxic or noxious matter, radiation, heat and humidity, fire and explosive hazards, and liquid and solid wastes are subject to applicable county, state, and federal standards.
